北京市回龙观医院 1#病房楼是北京市政府投资项目管理实行“代建制”改革的第一个试点项目 ,它引起社会各界的关注。目前该项目合同执行情况良好 ,项目的质量控制、工期控制、投资控制达到优秀水平。本文是作者参与整个代建制过程的一点粗浅认识和体会 ,相信代建制在政府投融资体制改革中将发挥积极的作用。

No.1 building for sickness of Beijing Huilonguan hospital is the first testing project of new model of project management for government investment-entrust to a compang to build and manage system, and it causes attention to society. Now the project is operated well in contract operation?quality control?schedule control and invest control. There are some knowledge and thinking in the procedure. The system will play an important role in the reform of government invest ment.
