将北京建设成为“世界第一流水平的历史文化名城和现代化国际城市。”是我们城市建设工作者的目标，但“历史”与“现代”，“保护”与“发展”是一对矛盾，矛盾中的保护工作应在多个面层上展开，它包括单体的，也包括街区的，还应包括总体格局和大环境以及文化形态等诸多方面的内容。保护并不意味停滞，而意在更长远的发展。

As city constructors, our goal is to build Beijing into "a first-class worldwidely well-known historic and cultural city as well as a modern international city". However,"historic" and "modern", "preservation" and "development" are contradictory. On account of this, the preservation shall be conducted in multiple aspects, including the concern of single buildings, blocks and also of the general patterns, environment, and cultrual formulation. The preservation meas a long-term development rather than stagnation.
