随着城市建设与更新步伐不断加快，居民对居住品质需求逐渐提升，装修活动愈发频繁，装修垃圾产生量急剧增长，装修垃圾的收集、运输和处置问题日益凸显。“收-运-处”一体化模式应运而生。该模式以减污降碳协同增效为目标，坚持循环利用和系统管理理念，通过数字化系统形成管理闭环。然而，目前该模式在推行中面临诸多困境，如产生端分散、居民对一体化模式认知不足，参与度不高、物业与处置企业在责任界定、利益分配上可能存在分歧，协同合作困难、运输受限等。为此，应强化宣传引导、创新激励机制、优化运输政策规范物业行为、建立清运价格指导机制、增强价格透明度。搭建沟通协调平台，平衡各方利益，以促进北京市装修垃圾“收-运-处”一体化模式的高效运行，提升装修垃圾处理效率与资源化水平，助力城市精细化管理。
Abstract：With the accelerating pace of urban construction and renewal, residents' demand for living quality has gradually increased, leading to more frequent renovation activities and a sharp growth in the output of renovation waste. Consequently, issues related to the collection, transportation, and disposal of renovation waste have become increasingly prominent. Against this backdrop, the integrated “collection-transportation-disposal” model has emerged. Aiming at the coordinated improvement of pollution reduction and carbon emission reduction, this model adheres to the concepts of circular utilization and systematic management, and forms a management closed loop through a digital system. However, the current implementation of this model faces many difficulties, such as the scattered distribution of waste generation sources, residents' insufficient awareness of the integrated model and low participation, potential disputes between property management companies and disposal enterprises regarding responsibility definition and profit distribution resulting in difficult collaborative cooperation, and restrictions on transportation. To address these problems, it is necessary to strengthen publicity and guidance, innovate incentive mechanisms, optimize transportation policies to standardize the behavior of property management companies, establish a guidance mechanism for transportation and disposal prices to enhance price transparency, and build a communication and coordination platform to balance the interests of all parties. These measures are intended to promote the efficient operation of Beijing's integrated “collection-transportation-disposal” model for renovation waste, improve the efficiency of renovation waste treatment and resource utilization, and contribute to the refined management of the city.
