在城市更新与“无废城市”建设双重驱动下,城市老旧社区建筑垃圾减量成为城市可持续发展的核心议题之一。但该工作当前面临政策执行脱节、预测模型偏差、处置空间受限及协同机制缺位等现实困境。首先,基于循环经济理论与协同治理理论,系统识别老旧社区建筑垃圾减量的现实困境。其次,创新构建“评估-规划-处置-管控”四阶段建筑垃圾减量路径,即在评估阶段进行现状评估与精准预测模型构建,规划阶段处置设施与运输网络协同规划,处置阶段在地再生与场景化再造设计,管控阶段智慧监管与长效运维机制。最后,以北京市百万庄西社区为案例进行实证研究,验证了该路径在城市老旧社区更新场景中的可行性与有效性,为破解建筑垃圾治理难题、推动社区绿色更新提供了系统的理论支持与实践方案。
Abstract:Under the dual drive of urban renewal and the construction of “waste-free cities”, the reduction of construction waste in old urban communities has become one of the core issues of sustainable urban development. However, this work is currently faced with such practical dilemmas as disjointed policy implementation, biased prediction modeling, restricted disposal space, and lack of synergistic mechanisms. First, based on the theory of circular economy and the theory of collaborative governance, the real dilemma of construction waste reduction in old communities is identified systematically. Secondly, a four-phase “assessment-planning-disposal-control” construction waste reduction path is constructed innovatively, i. e., assessment of the current situation and precision predictive modeling in the assessment phase, synergistic planning of the disposal facilities and transportation network in the planning phase, in-situ regeneration and scenario-based reengineering in the disposal phase, and intelligent supervision and long-term operation and maintenance mechanism in the control phase. Finally, an empirical study is carried out in the case of Beijing Million Village West Community, which verifies the feasibility and effectiveness of the pathway in the renewal scenario of the urban old community, and provides a systematic theoretical support and practical program for cracking the problem of construction waste management and promoting the green renewal of the community.
